Job Posting – Program Officer

The Community Radio Fund of Canada (CRFC) seeks and secures resources to fuel the production, distribution, and sustainability of Canada’s community audio broadcasters through dynamic funding programs. The CRFC advocates and supports their contribution to the media sector in Canada, reflecting the diversity of their listeners, promoting independent local content, and building their capacity to connect and inform the population they serve.

The Program Officer is responsible for overseeing the overall operations of the CRFC’s Local Journalism Initiative (LJI) Program. This includes the allocation of funding, promotions, communications, overseeing the national news platform/programming, and reporting to the department of Canadian Heritage. This may also include coordination with department staff and other Administrative Organizations. The Program Officer also provides support as needed in other CRFC activities.

Under the oversight of and in collaboration with the Program Director and in accordance with established policies and procedures:

Tasks

  • Create and/or revise program guidelines, application forms, evaluation grids and other materials relevant to the application submission and evaluation process.
  • Support applicants in the preparation of their application to ensure eligibility, relevance, and quality.
  • Support the work of the selection committee, including coordination of meetings and preparation of documents.
  • Follow up with applicants at the end of the evaluation process evaluation process, including notifying applicants of refusal or acceptance of their application.
  • Draft and send contribution agreements and communications to recipients and provide feedback to unsuccessful applicants upon request.
  • Provide support to recipients during the funding period, evaluate reports and ensure that recipients meet the requirements and deadlines as stipulated in the contribution agreements.
  • If required, evaluate and recommend requests for amendments to contribution agreements, and prepare related documents.
  • Evaluate and compile reporting information, including analysis of mid-term reports and report any issues to the Program Director, analyse final reports for compliance, recommend payments and compile tangible results of completed projects.
  • Compile information and ensure proper operation of the application management system
  • Oversee the national news website  and work to improve processes alongside National Editors
  • Oversee the production and distribution of national programming alongside Program Director and National Editors
  • Maintain a comprehensive digital communications strategy and social media content calendar 
  • Execute social media initiatives related to the activities of the fund by engaging with stakeholders on Twitter, LinkedIn, Facebook, and other social media platforms.
  • Monitor social media networks to ensure staff is aware of the latest trends relative to radio broadcasting and to ensure we are aware of developments in a timely manner.
  • Develop meeting materials including briefing notes, supporting documents, and leave behind materials to support engagement with public and private funding agencies.
  • Preparing press releases on matters of importance to the CRFC.
  • Assist with development and presentation of strategy to engage private funders to support programming initiatives.
  • Other tasks as required

Qualifications

  • Post-secondary degree in a relevant field, or an equivalent combination of education and professional experience related to the key responsibilities of the position
  •  At least 3 years of experience in management, administration and / or evaluation of programs or projects
  • Other assets: knowledge of the campus and community radio sector, journalism, media and broadcasting sectors, and/or funders and funding programs

Skills

  • Excellent written and verbal communication skills in French and English
  • Excellent understanding of budgets and financial statements associated with projects
  • Knowledgeable, experienced and capable of building relationships with diverse communities underrepresented in the broadcasting industry
  • Excellent communication, interpersonal, team working, problem-solving and analytical skills
  • Excellent judgment, time and priority management, organizational and leadership skills
  • Ability to meet deadlines
  • Creative thinking and innovation

Terms and Benefits 

This is a temporary full-time (37.5) position with a salary range of $55,000 to $60,000, commensurate with skills and experience. Benefits include a comprehensive health and dental plan and employee assistance program. Anticipated start date is September 1st. Contract end date August 31, 2024.
